The toolkit was prepared by the Council of Juvenile Justice Administrators, in partnership with the Annie E. Casey Foundation. The purpose of the toolkit is to provide an overview of research and information to juvenile justice agency leaders and facility practitioners to inform their work with gang-involved youth residing in custodial settings.
CJCA Positive Youth Development Toolkit
The Positive Youth Development Toolkit is designed to help agencies, organizations, and stakeholders improve services, programs, and outcomes for youth involved in the juvenile justice system. The toolkit is based on recommendations shared at the 2015 CJCA Leadership Institute that included the Office of Juvenile Justice and Delinquency Prevention’s (OJJDP) address on positive youth development.

CJJA Toolkit for Reducing the Use of Isolation-Espanol
This Toolkit is intended to guide youth correctional administrators and their directors of institutions and secure facilities in changing cultures that rely on isolation as a behavior management tool. The Toolkit was inspired by a panel presentation at the 2014 Leadership Institute Meeting in Chicago that included CEOs from Illinois, Indiana, Massachusetts and Oregon, moderated by OJJDP Administrator Robert Listenbee. Current best practices and ideas for replication emerged from breakout groups that included over 40 youth corrections leaders and a lively roundtable discussion that closed the meeting.

Across the country, juvenile justice systems are changing their services to better align with the needs of youth and communities. In many jurisdictions, this includes reducing the number of youth in residential placements and in some cases closing juvenile justice facilities. From 2006 to 2016, the number of these facilities holding youth on a given day fell from 2649 to 1772, a one third reduction. Although closing a facility is challenging, it can be managed effectively and create opportunities to realign resources, examine bed capacity needs, re-examine practices and improve long-term outcomes.
CJCA’s Toolkit: Facility Closure and Strategic Downsizing of Juvenile Justice Systems provides guidance on carrying out facility closures and related system improvements, based on the experience and expertise of CJCA members.

This toolkit was prepared by the Council of Juvenile Justice Administrators with support from the Office of Juvenile Justice and Delinquency Prevention through the Center for Coordinated Assistance to the States (CCAS). CCAS is a cooperative agreement among the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention, and the American Institutes for Research (AIR). CJJA partners with AIR and the Center for Juvenile Justice Reform at Georgetown University to assess the need for and coordinate the delivery of high-quality research-driven training and technical assistance to improve juvenile justice policy and practice.
